The mission of the Veterans Affairs Sierra Pacific Health Care Network 21 (VISN 21) is to provide the highest quality health care to our nation’s veterans. In order to accomplish this mission they must protect the health and safety of patients, employees, and visitors. VA Office of Facilities Management’s (OCFM) recent issuance of the new Mission Critical and Life Safety Physical Security Design Manuals (PSDM’s) for all VA facilities has served to remind them that they must continue to improve the safety of the VA facilities by incorporating these new security design guidelines within their network.

We have been tasked to analyze each of VISN 21’s facilities current compliance with the Physical Security Design Manual (PSDM). The PSDM contains the physical security standards for improving the protection of mission critical and life safety facilities of the U.S. Department of Veteran Affairs (VA). Mission critical facilities are those required to continue operations during a natural or man-made extreme event. Life safety protected facilities include all VA facilities designated as not mission critical. This assessment will include all 89 sites and over 350 buildings that VISN 21 owns or leases.
